Call for Technical Experts, Laos Trade Integration and Competitiveness 

ACDI/VOCA is preparing for an upcoming Trade Integration and Competitiveness Activity in Laos funded by USAID. The anticipated program will aim to diversify economic growth in Lao People’s Democratic Republic (PDR) by stimulating trade and investment, strengthening private sector competitiveness, and facilitating regional integration. 

The program is anticipated to start in 2025 and will be based in Vientiane, Laos. 

 
Seeking Candidates Qualified in the Below Areas of Expertise: 

• Business enabling environment policy (dialogue-driven) 

• Inclusive MSME competitiveness and investment readiness 

• Business development services 

• ICT skills development (including digital trade) 

• Access to finance for MSMEs 

• Workforce development 

• Youth empowerment 

• Marketing, branding, and packaging 

• Trade facilitation and promotion 

• Policy development and implementation 

• Communications and Outreach 

• Gender and Inclusion 

• Industry Regulations and Certification 

While each position will have its own operational and technical scope under the activity, overall qualifications will meet the below: 

• Bachelor’s degree in relevant field is required; master’s degree is desired.  

• Minimum 5 years of progressively responsible experience in relevant field. 

• Additional specialty skills desired include handicrafts, agriculture, food processing, logistics, export documentation, tourism, construction, and environmental assessment. 

• Excellent communication skills in Lao and/or other ethnic languages required, proficient English skills preferred.
