Gender, Youth, and Social Inclusion (GYSI) Director, Ethiopia Resilience in Pastoral Areas 

ACDI/VOCA is seeking a GYSI Director for an upcoming Resilience in Pastoral Areas Activity in Ethiopia funded by USAID. The anticipated program will increase the resilience of households, markets, and governance institutions as well as the utilization of early warning signs across pastoralist areas in Ethiopia’s lowlands, contributing to enhanced food security and inclusive economic growth. 

The GYSI Director will lead the development and implementation of the program’s overall strategy for GYSI and will ensure the integration of women, youth, and other vulnerable populations into all program activities. The program is anticipated to start in 2025 and this position will be based in Addis Ababa, Ethiopia

Responsibilities

  • Lead or support the gender, youth, and social inclusion(GYSI) analysis to understand the social context and dynamics, as well as challenges and opportunities for women, youth, and other vulnerable groups across project focus areas. Collaborate with technical leads to ensure an equity and inclusion lens across non-GYSI formative studies. 
  • Lead the development of the GYSI strategy which will guide the integration of GYSI approaches across all program components and activities, including technical implementation, and MEL.  
  • Collaborate with the Chief of Party, technical teams, MEL, and other personnel on GYSI strategy implementation and monitoring.  
  • Facilitate training and provide technical assistance to program staff, partners, and other stakeholders to build their capacity to integrate gender, youth, and other relevant social considerations into designing interventions, implementation, and monitoring and evaluation.  
  • Review and provide input to project work plans and project strategies, with attention to GYSI dimensions of technical activities and operations and discuss GYSI issues and priorities with project senior management and other technical specialists  
  • Support the MEL Lead to ensure that all data is disaggregated by sex and age in data collection processes, analysis, and reporting  
  • Work with MEL and technical teams to incorporate GYSI into CLA plans and practices, including developing GYSI indicators and learning questions, incorporating GYSI issues into pause and reflect sessions, and ensuring that the project reports on GYSI outcomes and impacts  
  • Lead or assist in the design and implementation of GYSI impact assessments and other learning studies and disseminate among team and program stakeholders  
  • Lead or assist in the preparation of reports and documents for submission to USAID and ACDI/VOCA home office  
  • Maintain an up-to-date and thorough understanding of GYSI concepts and best practices related to project components  

Qualifications

  • Bachelor’s degree in sociology, gender, international development, business administration, or related field is required; master’s degree is preferred.   
  • Minimum 7 years of progressively responsible experience in gender and youth programming, programming related to gender-based violence (GBV) a plus.   
  • Experience integrating GYSI into market systems development, resilience, disaster risk management (DRM), livestock and other livelihoods, nutrition, and peacebuilding programming preferred.  
  • Demonstrated supervisory experience, including promoting gender equity and inclusion within the workplace.    
  • Knowledge of and experience with USAID rules and regulations related to GYSI is required.   
  • Knowledge of do no harm and USAID frameworks, policies and strategies for gender equality, women’s empowerment, and positive youth development is preferred.   
  • Experience conducting gender analysis and research a plus.   
  • Experience working in Ethiopia preferred, experience working in Somalia, Afar, Oromia, and Southern regions a plus.  
  • Fluency in English is required
