Monitoring and Evaluation (M&E) Advisor, Uganda RFSA 

ACDI/VOCA is seeking an M&E Advisor for an upcoming Resilience Food Security Activity (RFSA) in Uganda funded by USAID. The anticipated program will work to improve and sustain the food and nutrition security of vulnerable populations through multi-year resilience food and nutrition security activities. These activities work at the individual, household, community, and institutional levels to address the underlying causes of food insecurity and malnutrition and strengthen transformative opportunities. 

The M&E Advisor will oversee design and implementation of M&E strategies and will work with the Chief of Party, technical staff, USAID, and program partners. They will develop systems to track overall program and subaward activities, outputs, and results to ensure they are on track to meet the annual and life of project benchmarks and targets. The program is anticipated to start in 2025 and this position will be based in Uganda. 

Responsibilities

  • Guide the technical direction of the M&E approach and strategy, ensuring quality evidence and data are generated through monitoring, assessments and evaluations 
  • Lead data collection, management of the data, and display of the results  
  • Build capacity of M&E and technical staff in data analysis, reporting, and dissemination, and ensure compliance  
  • Design and lead implementation of efficient and accurate data collection system that includes efficient processes for collecting data and ensuring data quality  
  • Provide general oversight of the M&E database, using it to track progress and trends, generate reports per USAID requirements, and conduct data quality checks  
  • Supervise M&E staff and oversee implementation of all M&E activities, including annual surveys, case studies, and stakeholder workshops to refine approaches  
  • Liaise with the Strategic Learning Advisor, research and evaluation partners and other stakeholders to support program evaluation and learning 
  • Prepare data analyses for PREPs, Annual Results Reports, and other required documents  
  • Oversee strengthening of M&E capacity of local organizations  

Qualifications

  • Master’s degree in economics, statistics, or relevant field is required. 
  • Minimum 7 years of progressively responsible experience designing and managing M&E systems for donor-funded development programs; five years of field experience is required.  
  • Demonstrated experience in building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design, and effectively promoting evidence-based program management.  
  • Proven knowledge about theories of change, logic models, food security indicators, M&E plans, data quality assurance, data utilization, and gender and youth integration into M&E.  
  • Expertise in developing and operationalizing a comprehensive M&E plan of a large award.  
  • Experience with program evaluations, either as a member of an implementing organization whose program was evaluated, or as a member of a research team conducting an evaluation.  
  • Knowledge of and experience with USAID rules and regulations is highly desired.     
  • Familiarity with applying the Collaborating, Learning and Adapting (CLA) approach to management is desired.    
  • Experience working in Uganda preferred.  
  • Fluency in English is required.
