Technical Deputy Chief of Party (DCOP), Timor-Leste Marine Biodiversity Activity 

ACDI/VOCA is seeking a Technical DCOP for an upcoming Marine Biodiversity Activity in Timor-Leste funded by USAID. The anticipated program will strengthen biodiversity conservation efforts in Timor-Leste in the marine environment, support local communities to be more resilient to climate impacts, and inclusively and sustainably ensure the sustainable use of natural resources in development.  

The Technical DCOP will support the coordination and management of project teams, ensuring timely progress against schedules, achievement of deliverables, and quality of results. The program is anticipated to start in 2025 and this position will be based in Timor-Leste. 

Responsibilities

  • Serve as principal point of contact in Timor-Leste for procedural and substantive matters in the absence of the Chief of Party 
  • Support the development of strategic plans, annual and quarterly work plans, and other deliverables in line with USAID guidelines to achieve objectives 
  • Support the development of strong M&E mechanisms, program monitoring tools, and efficient systems to ensure high quality implementation 
  • Prepare and/or assist in the preparation of reports and documents to USAID, national governments, ACDI/VOCA headquarters, and other partner organizations 
  • Work closely with subcontractors and private sector associations in the region to provide technical and organizational assistance 
  • Oversee and provide technical guidance for marine biodiversity conservation efforts, with integration of gender and nutrition considerations 
  • Identify and effectively manage all key risks related to the program, including compliance with donor transparency and due diligence requirements 
  • Ensure that synergies among Activity elements and grantees are capitalized upon 
  • Represent ACDI/VOCA with partners and key stakeholders, maintain positive relationships with USAID, local authorities, and the country office team 
  • Provide input into the performance monitoring plan to measure success and validate causal model assumptions 

Qualifications

  • Bachelor’s degree in biodiversity, international development, or relevant field is required; master’s degree is desired.  
  • Minimum 8 years of progressively responsible experience managing and implementing donor funded development projects.   
  • Demonstrated knowledge and experience with USAID rules and regulations.   
  • Demonstrated ability to manage a diverse team of professionals and coordinate with project partners, local communities, and other stakeholders.   
  • Proven experience in project management, including planning, budgeting, and resource allocation. Experience with effectively utilizing funds to implement similar projects in size and scope and achieve project objectives.  
  • Experience working in Timor-Leste preferred.  
  • Fluency in English is required
