Chief of Party, Global DASHED Activity 

ACDI/VOCA is seeking a Chief of Party for an upcoming Global Feed the Future DASHED Activity funded by USAID. The anticipated program will be implemented across multiple countries and will invest in safe, nutritious food processing through the provision of context-specific expertise, and partnerships with governments, the private sector, civil society, and academia. 

The Chief of Party will provide overall technical and administrative leadership for the Activity and will serve as the primary authority for decision making related to this award. They will ensure integrated vison across different components and actors and will monitor progress to reach programmatic objectives and reporting requirements on time and within budget, complying with USAID and ACDI/VOCA policies and procedures. The program is anticipated to start in 2024 and this position will be based in Washington DC. 
 

Responsibilities

  • Provide integrated technical vision, strategic leadership, and project management while ensuring alignment with USAID Washington’s Bureau for Resilience, Environment, and Food Security (REFS) priorities, policies, and frameworks. 
  • Foster strong relationships with USAID Missions, operating units, and partner implementing organizations; as well as host government institutions, and other donor and nongovernmental organizations 
  • Ensure day-to-day technical and financial performance of the global activity in accordance with the scope of work, budgets, annual work plans 
  • Deliver high-quality work plans, periodic reports, and other technical and financial documents in a timely manner, setting targets, keeping track of costs and expenditures per activity, and ensuring an efficient monitoring and evaluation throughout the progress of the Activity 
  • Coordinate the development of the project’s evolving theory of change and track progress towards core indicators and learning objectives 
  • Develop systems that support the collaborating, learning, and adapting (CLA) approach, including establishing a culture of adaptive management in different socio-economic contexts. 
  • Actively propose and justify strategic adaptations in response to project learning and shifts in the marketplace to maximize the scale and sustainability of its impact and the value of USAID’s investment 
  • Directly liaise with USAID Missions to ensure strategic alignment and client satisfaction 

Qualifications

  • Bachelor’s degree in economics, finance, marketing, business administration, agribusiness, or related field is required; master’s degree preferred. 
  • Minimum 10 years’ of demonstrated experience managing and implementing programs in agribusiness development, food systems, nutrition-sensitive and/or climate smart agriculture 
  • Previous experience as a Chief of Party, Project Director, Team Leader, or similar senior management role supporting agri-food systems development, agri-finance, private sector engagements, or other related initiatives. 
  • In depth knowledge of USAID policies, regulations, and frameworks 
  • Demonstrated experience managing large scale and/or complex projects overseeing multicultural teams and fostering effective team environment 
  • Demonstrated experience with the CLA approach is desired. 
  • Strong leadership, presentation, and communication skills required.
  • Fluency in English required, fluency in French or Spanish is a plus
