Director of Finance and Administration, Madagascar Feed the Future

ACDI/VOCA is seeking a Director of Finance and Administration for an upcoming Feed the Future activity in Madagascar funded by USAID. The anticipated program will improve and sustain the food and nutrition security of vulnerable populations through sustainable, climate resilient agricultural and natural resource management practices in a to-be-determined region of Madagascar. These activities will work at the household, community, and institutional levels to address the underlying causes of food insecurity and malnutrition and strengthen sustainable livelihoods and agriculture productivity.

The Director of Finance and Administration will provide leadership and direction to the finance, grants, and operations team with close oversight of the project’s finances, including financial analysis and accounting management. The program is anticipated to start in 2024 and this position will be based in a to be determined region of Madagascar.

Responsibilities

  • Develop, oversee, and monitor all financial and accounting systems, policies, procedures, and internal controls, adapting them as necessary to meet changing regulations and best practices
  • Establish efficient financial and operational systems including internal audits, compliance, and risk management
  • Lead the annual budgeting process and review all financial plans and budgets, monitoring progress and changes
  • Prepare and execute action plans to improve the efficiency and effectiveness of finance, grants, procurement, and other administrative operations and to mitigate operational and compliance risks
  • Periodically assess the efficiency and effectiveness of finance and administration procedures in relation to the delivery of technical activities on time and at optimum cost
  • Ensure that program funds are utilized appropriately and in compliance with USAID regulations
  • Comply with all USAID rules and regulations and ACDI/VOCA policies and procedures relating to finance and administration
  • Oversee annual financial audits of program and ensure that sub grantees comply with all audit and financial review requirements
  • Oversea the management of office lease agreements and office maintenance needs
  • Provide oversight and guidance to finance, procurement, grants and administrative staff
  • Assist in the organization and management of special events, staff meetings, and workshops
  • Provide oversight of cash disbursements and petty cash account
  • Track USAID approvals for travel, hiring, and equipment procurement
  • Design learning approaches that enable analysis of data, context, and emerging experience, as well as iterative adaptive management for the program's technical approaches

Qualifications

  • Bachelor’s degree in finance, business administration, or relevant field is required; a master’s degree is desired.
  • Minimum 8 years of progressive work experience in financial control and audit related field including minimum 5 years of experience in a senior management position, providing administrative oversight and management systems development.
  • Knowledge of and experience with USAID and/or other international donor program’s rules and regulations related to procurement and finance is required.
  • Strong written communication skills required, with a demonstrated ability to write reports in a clear, concise, and well-organized manner.
  • Experience working in Madagascar is required.
  • Fluency in English required.
  • Fluency in French and/or Malagasy is required.
