    Deputy Chief of Party, Agri-Food Systems, Myanmar

     

    ACDI/VOCA is seeking a Deputy Chief of Party (DCOP) for an Agri-Food Systems Activity in Myanmar funded by USAID. The anticipated project will facilitate transformation of agriculture and food systems through increasing productivity, inclusiveness and completeness of key value chains.  This 5-year activity is envisioned to start in 2019.

     

    Deputy Chief of Party will support COP in developing the strategic direction and providing technical advice across all program components in the planning, designing and implementation of activities.  S/he will work closely with partners and their technical teams to ensure integration across organizations and objectives.  The Deputy Chief of Party will oversee field-level program activities and ensure program targets are met.  In the absence of the Chief of Party, the DCOP will assume responsibility for coordinating award management and implementation tasks, liaise with USAID on technical matters, and respond to the Mission requests.

    Responsibilities

    • Support the COP in development of strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines to achieve objectives;
    • Assume responsibility for technical management and implementation of the program
    • Lead technical experts and provide effective coordination and guidance among local government, country-wide initiatives, community and private sector partners, NGOs and other key stakeholders;
    • Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation;
    • In the absence of COP, represent ACDI/VOCA with partners and key stakeholders, maintain positive relationships with USAID, local authorities, and the country office team;
    • Establish effective communication and coordination with personnel from the government in order to implement interventions and incorporate country-wide priorities;
    • Create and sustain a work environment of mutual respect where the project team strives to achieve excellence;
    • Ensure reports, work plans, and other program deliverables are timely and of high quality

    Qualifications

    • Master’s Degree in Agricultural Economics, Business Administration, Development studies, or similar is preferred; Bachelor’s Degree is required;
    • Minimum 10 years of professional experience in designing, managing and implementing large and complex agribusiness and/or community development programs;
    • At least five years’ experience in senior management position
    • Demonstrated ability to manage a medium-to-large team and short-term consultants, dispersed across a wide geographic area, implementing a multi-faceted project;
    • Knowledge of USAID approaches and regulations desired;
    • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations;
    • Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
    • Excellent oral and written communication skills in English, fluency in Burmese and/or any other local languages required.
