Chief of Party, West Africa


We are currently seeking a dynamic and proven leader with technical expertise and experience managing donor-funded programs as Chief of Party for a number of upcoming multi-year programs in West Africa. The position(s) is/are subject to ACDI/VOCA being awarded the program.


  • Provide overall technical vision, leadership, and project management.
  • Manage and supervise work of all international consultants, local project staff and subcontractors.
  • Ensure day-to-day technical, schedule, and financial performance of the project in accordance with USAID rules and regulations, the scope of work, and annual work plans.
  • Design, develop and implement strategies and project work plans to improve livestock and crop productivity, strengthen market linkages, expand access to markets, support the development of diversified livelihoods opportunities, and strengthen input , service, and capacity building networks for crops, livestock, and diversified livelihoods activities.
  • Serve as the project’s key liaison with headquarters, government counterparts, private sector stakeholders, subcontractors, academic institutions, and other local partners to exchange information and develop professional relationships.
  • Serve as the primary point of contact with USAID with regard to day-to-day implementation and management matters relating to the contract.
  • Collaboratively create and implement a strategic, long-term programmatic vision.
  • Oversee preparation and supervision of project work planning, budgets and pipeline analyses, performance management, and strategic communications.
  • Evaluate sub-contractor and grantee activities through consultative meetings, site visits and reporting requirements.
  • Ensure that the activities and results are implemented in a timely manner within the approved budget.
  • Make verbal or written presentations as requested by the client to varied audiences.
  • Coordinate activities and prepare annual results report, resource requests, quarterly reports and pipeline analyses; coordinate with HQ on development of profiles, success stories, etc.
  • Assure that assistance provided under the award is technically sound and appropriate for the needs to be addressed and for adequately managing and supervising the work of all staff in country.


  • At least 10 years of professional experience working in livestock or agricultural development programs, including at least 3 in West Africa 
  • Minimum 5 years of work experience as COP/Senior Program Manager or an equivalent position managing large livestock and/or crop development programs focused on inclusive growth and resilience preferably within West Africa. Additional experience developing alternative livelihoods activities strongly preferred.   
  • Advanced degree in agribusiness, agricultural economics, agronomy, livestock health/management, or related field
  • Prior Chief of Party experience, as well as leadership skills, experience recruiting, developing, and managing staff is required.
  • Expertise in crops and/or livestock market systems and value chains required.
  • Demonstrated commitment to the inclusion of youth and gender in programming.
  • Experience and familiarity with USAID procedures and policies is strongly desired.
  • Proven track record of building relationships with governmental organizations as well as private and community organizations is required.
  • Established track record of achieving results within difficult working environments is required.
  • Strong communications and interpersonal skills with evidence of ability to interact productively with a wide range and levels of organizations (producers, government, private sector, NGOs, and research institutions).
  • Demonstrated ability to build coalitions and networks that can provide synergies and sustainable solutions to food security issues
  • Ability to travel within the region and international as required.
  • Excellent oral and written communication skills in English and French required.
