    Team Leader, Value Chain/Market Systems Development

    We are seeking a Team Leader, Value Chain/Market Systems Development, for the USAID-funded Afghanistan Value Chain (AVC) – High Value Crops (HVC) Project. This Project will work with anchor firms nationwide to reverse market failures, strengthen backward and forward linkages, drive growth, and create jobs for men, women, and youth along, while supporting the rapid growth of the fruit and nuts, high-value horticulture, spices, and medicinal crops value chains. The Project will contribute positive and measurable impacts to the sectors and will increase the efficiency of market actors involved at every stage of the value chain.


    • In collaboration with the prime contractor DAI and partners, design and implement a market-driven strategy for the high value crops component that creates incentives for commercial investment in the targeted value chains and results in private-sector led solutions to address myriad market constraints and capitalize on market opportunities
    • Identify, vet and broker innovative business plans, models and concepts that increase access to markets, financial services, and secure transactions across the range of gender, age, socioeconomic/wealth levels, and demographics
    • Supervise component operations and provide technical assistance to ensure that targets, objectives and deliverables laid out in ACDI/VOCA subcontract workplans are achieved.
    • Works through public-private alliances to develop sustainable, market-based services and linkages for smallholders, commercial farmers, traders, agro-processors, exporters and other actors so that they may better access information, markets, inputs, finance, and other critical resources and opportunities.
    • Identifies and works with private and public market actors to: develop new market opportunities, facilitate profitable upgrade across target market systems, build market linkages, support agricultural producers to meet market requirements, and improve the agricultural policy/enabling environment


    • Bachelor’s degree required; Master’s degree preferred in agricultural development, agronomy, agribusiness, agricultural economics, or related field
    • Minimum of 7 years of international development experience including relevant overseas experience
    • Experience designing and implementing market-driven strategies for high value crops, including strong experience partnering with public and private actors to facilitate market-based delivery and sustainable approaches to market development
    • Experience in dried fruits/nuts, grapes/raisins, melons and orchard crops is a plus
    • In-depth knowledge of principal farm to market activities for target high-value crops, especially production and post-harvest management.
    • Knowledge of productivity and quality improvement technologies and developing and implementing farmer training programs, including working with private sector to embed training in business models.
    • Ability to communicate, negotiate, advise, persuade, or resolve issues that are highly complex or sensitive in nature
    • Proven ability to manage deadlines, work independently with minimal supervision, submit high-quality work plans, prioritize workload, and multi-task in fast-paced environment.
    • Demonstrated ability to manage and mentor local staff
    • Established track record of achieving results within difficult working environments
    • Fluency in English
    • Ability to speak Dari is a plus
