Enterprise Development Specialist, Laos


ACDI/VOCA is seeking an Enterprise Development Specialist for an anticipated five-year, $10-25 million USAID-funded enterprise development project in Laos. The Microenterprise activity will provide support to microenterprises, including those in the agricultural sector to access economic opportunity. The activities might include support to microfinance institutions to improve access to financial services that are tailored to the needs of microenterprises; reduce regulatory, policy, and barriers that limited growth opportunities for microenterprises; build capacity to microenterprises to improve quality, productivity and market potential as well as increase access to new markets. The Enterprise Development Specialist should have proven experience working with microenterprises in the region to accelerate broad-based and diversified economic growth. This project is funded by USAID and is envisioned to start in 2018.


  • Provide vision, leadership and guidance on business development and advisory services to target microenterprises in order to improve entrepreneurship and competitiveness within the project’s key economic sectors.
  • Provides technical leadership for activities related to business development and advisory services for project-affiliated microenterprises, including identification of potential SMEs, financial analysis, business plan generation and revision, market analysis, building market and distribution channels, and accessing finance.
  • Designs and oversees all strategic business and financial planning and business skills advisory services and trainings for project-affiliated microenterprises.
  • Design and implement technical assistance interventions to investment attraction and facilitation, commercial partnerships, and trade expansion.
  • Consider, understand, and address the obstacles to acquiring financing faced by women and youth-led businesses, and ensure activities are designed and implemented to be inclusive of these groups.


  • Minimum of 7 years of experience in providing consulting or business development services microenterprises. Multi-sector experience preferred.
  • Experience designing and managing business skills training for microenterprises.
  • Evidence of creative solutions to financing constraints for microenterprise agribusiness companies and their diverse (often rural) clients/supply chain partners
  • Demonstrated ability to provide technical assistance and advisory services to a range of financial service providers.
  • Knowledge of enterprise development in Southeast Asia preferred; experience in Laos desired.
  • Collaborative, creative team player with minimum 5 years of management experience.
  • Fluency in English required.
